The Dark Web is a list of secret servers whose location is unknown.
A TOR server it’s chosen as a rendezvous point, in order to connect to the final secret server, you talk through the rendezvous server using TOR, and that server talks to the final server using TOR.
The url of the servers in the Dark Web ends with .onion.
